1. Introduction
Within the GlobalStars initiative of EUREKA, based on mutual consent, Brazil and Austria, France, Germany, The Netherlands, Spain and Switzerland are launching a common call. Participants from Brazil and the respective EUREKA member countries participating of GlobalStars are invited to submit joint project proposals in any field of industrial and technological research.

2. Scope
This call invites projects in ALL thematic areas.
3. Funding
Proposals must follow the Small Business Research Program (PIPE) rules.
Funding will be provided only to projects approved by all participating countries.
Funds will be provided in accordance with the national laws, rules, regulations and procedures established by each organization, and/or each jurisdiction/country.
3.1 Funding for Research Project Participants in the State of Sao Paulo
a) FAPESP will fund projects under the terms, conditions and funding limits of the FAPESP’s Small Business Innovative Research– Phase 2 Direct in the State of Sao Paulo.
b) Funding to be granted is for Principal Investigators associated to Small Businesses.
c) Under this call, FAPESP will not fund fellowships for the Principal Investigator and Co-Principal Investigators.
4. Eligibility
a) General Eligibility Criteria:
Proposals must be collaboratively prepared and submitted by companies in Eureka members countries and in the State of São Paulo, Brazil, according to the following eligibility criteria:

The consortium should include at least one São Paulo and one (for profit, independent) company of the EUREKA member countries participating in the call.

The project partners must express their will to cooperate on a win-win/fair basis in an R&D project leading to a new product, industrial process or service.

The product, process or service must be innovative, and there must be a technological risk involved for all involved partners.

The project must benefit all involved partners.

The project should have an obvious benefit and added value resulting from the technological cooperation between the participants from the different countries (e.g. increased knowledge base, commercial leads, access to R&D infrastructure etc.).

A signed consortium agreement is mandatory before the actual start of the project. It ought to include, amongst others, the ownership and use of know-how and IPR settlements.

The duration of the project may not exceed 24 months.
b) FAPESP eligibility Criteria:

Researchers associated to a small business (less than 250 employees) established in the State of Sao Paulo.
Proposals submitted to FAPESP must follow the rules of FAPESP’s Small Business Innovative Research (PIPE), except if explicitly indicated in this CFP.
5. Submission of proposals
Proposal must be simultaneously submitted in Eureka, according to the instructions available at http://www.eurekanetwork.org/globalstars-brazil-2018 and in FAPESP according to the instructions below.
Applicants from the State of Sao Paulo are required to submit a proposal containing the items described at the SAGe System. You must choose the option Eureka – PIPE- Fase 2 Direta (Chamada de Propostas 2018).
The list of documents that must be submitted is available at the SAGE System. The proposal must be submitted in English.
Remember that it can take time to fill in, upload and submit the application, particularly in the event of a high application rate. Note that it is possible to save changes and additions right up until the application has been submitted.
6. Evaluation and selection of the projects
FAPESP will execute the evaluation according to the PIPE – Phase 2 criteria.
National/Regional Funding Bodies involved in the call will form the International Evaluation Panel. The role of the International Evaluation Panel is to establish a ranking list of all projects in descending order of quality.
