FAPESP Announcement of opportunity related to Spain’s CSIC i-LINK+ Programme 2013
The Consejo Superior de Investigaciones Cientificas (CSIC), Spain, announced a Call for Proposals for the promotion of scientific international collaboration with foreign research institutions, under their program CSIC i-LINK+.
Researchers from CSIC may submit proposals in collaboration with researchers from other countries. CSIC’s call requires that collaborating researchers outside Spain must have their own funding.
CSIC’s call (www.csic.es/web/guest/i-link) offers funding for exchange of researchers to participate of meetings and joint workshops with the participating members, and encourages applications:
a) focused on Latin America, South Mediterranean areas and Asia;
b) including partners from the entrepreneur’s world (mainly international companies); and
c) co-funded by the foreign institution.
With the objective of fostering scientific collaborations between researchers in São Paulo, Brazil and their colleagues associated to CSIC, Spain, FAPESP, in coordination with CSIC, announces that it will receive proposals from researchers associated with Higher Education and Research Institutions in the State of São Paulo, who participate in proposals submitted to the CSIC i-LINK+ Programme Announcement 2013.
Proposals to FAPESP must be submitted under the foundation’s Regular Research Awards scheme and must follow the guidelines below.
1 Timelines
The period of submission will be from 10/09/2013 to 07/10/2013 and the period for project development will be from 1/1/2014 to 31/12/2015.
2 Funding principles
a) CSIC and FAPESP will provide funding of up to a maximum of € 30.000 each one, to the exchange of researchers.
b) Under the CSIC i-link+Programm, CSIC will fund at least 10 proposals.
c) Under FAPESP’s announcement, only proposals approved by both FAPESP and CSIC will be funded.
d) In case of approval, the research will be funded by each partnering agency to benefit its own community of researchers. Funding will be granted from the regular budgets of FAPESP and CSIC.
e) FAPESP will provide funding of up to € 30.000 per proposal for the duration of the grant to cover research-related mobility expenses: funds for travel (air tickets), health insurance and living allowances for researchers and from the State of São Paulo that will visit Spain.
3 Eligibility for submission to FAPESP
a) The PI of a submission to FAPESP must be a Principal Investigator of an ongoing research projects funded by FAPESP in the following funding lines: Regular Research Awards, Thematic Projects, Young Investigators, Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), Public Education Research Program, Research in Public Policies, and Research Partnership for Technological Innovation (PITE). Co-Principal Investigators of ongoing Thematic Projects, CEPIDs/RIDCs and PITEs are also eligible to apply.
b) FAPESP will only accept one application related to any on-going research project. Likewise, each Principal Investigator can present only one proposal to this Call. The ongoing research project linked to this proposal must be valid during most of the period specified for the implementation of the selected proposals.
c) FAPESP may accept proposals submitted to this call for which the related research proposal is still undergoing merit review. However, please note that the proposal submitted to this call can only be approved if the related research proposal is approved before the final decision date for this Call.
4 Eligibility for the exchange activities within the scope of this Call
Principal and Co-Principal Investigators of the ongoing research projects funded by FAPESP as well Associated Researchers from Higher Education and Research Institutions in the State of São Paulo directly involved in the ongoing research project.
5 Guidelines for proposal submission to FAPESP:
a) Each proposal must have two Principal Investigators, one from the State of São Paulo and one from Spain, who will be the central contacts for the management of the project regarding their respective agency.
b) The core of the proposal is a Research Project, prepared in cooperation between the PI in São Paulo and the PI from CSIC. The Research project must be written in English.
c) The Research Project that composes the proposal to CSIC and the proposal to FAPESP must be identical copies of each other, and must include the following items:
c.1) A proposal Summary (objectives, scope of the study, international relevance etc.);
c.2) Background and current status of the subject (most relevant references, current challenges, etc.);
c.3) Brief description of the participating teams and their experience in the proposed topic (include previous joint activities if applicable);
c.4) Proposed objectives, methodology and working plan (proposed coordinated actions, facilities description; equipment and techniques available for implementation of the project, etc.);
c.5) Schedule of the joint project;
c.6) International relevance of the group’s participants and impact of collaboration for the CSIC and for FAPESP;
c.7) Projection of future joint research (detailing the benefit to the CSIC and FAPESP group under both objectives of the call, as set forth in the i-LINK+ Programme - www.csic.es/web/guest/i-link).
d) In addition to the research project above referred, the proposal submitted to FAPESP must include the following items:
d.1) A one-page summary of the FAPESP funded research project to which this proposal is related, including:
d.1.i) Current and expected results;
d.1.ii) A description of the project activities that will benefit from the exchange activities;
d.1.iii) A description of the expected academic gains for the research project resulting from the proposed exchange activities;
d.1.iv) A description of the infrastructure and financial resources available for the research project, excluding the mobility expenses requested in the proposal.
e) Additional documents:
e.3) Summary CVs of the Principal Investigators on both sides and of all candidates for the exchange activities;
e.4) FAPESP budget forms;
e.5) Worksheet with the candidates for the exchange missions;
e.6) A Letter of Agreement between CSIC and the Higher Education and Research Institution in the State of São Paulo to which the PI from São Paulo is affiliated, including the Intellectual Property rights, confidentiality, and publication, agreement, in observance of the policies of each funding Party.
e.7)The Letter of Agreement is not mandatory for the submission of proposals, but no approved project will be contracted before the presentation of a copy of the signed Agreement; For proposals related to ongoing FAPESP PITE projects, the PI must present a letter by the partnering company agreeing to the application to this CFP.
f) Submission
f.1) In the State of São Paulo, proposals should be submitted to FAPESP as Regular Research Awards (www.fapesp.br/137).
f.1.i) Submissions to FAPESP can only be accepted in paper, via mail, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/CSIC 2013” written on the envelope. Only proposals with a stamped postmark date within the deadline of this Call will be processed.
f.2) For researchers from Spain, the proposal and supporting documents shall be submitted following CSIC’s instructions.
g) Analysis
g.1) Proposals will be selected according to the regular procedures used by FAPESP and CSIC separately. The resulting analysis will be compared by both institutions and only proposals selected by both FAPESP and CSIC will be funded.
g.2) Final results will be announced on the web portals of FAPESP (www.fapesp.br) and the CSIC (www.csic.es/web/guest/i-link) and by means of a communication to the PIs.
