Specific requests for submission of proposals in partnership with researchers from the

University of Oxford

Purpose of the scheme and background

FAPESP and the University of Oxford signed a Cooperation Agreement for Research on January 20, 2015, to enhance existing collaborations, and to facilitate the development of new collaborations.

The scheme will fund joint research projects, specifically the costs associated with the convening of joint research workshops and the exchange of faculty and researchers, under the terms and conditions of the SPRINT 1st Edition 2015 (www.fapesp.br/en/9265). Further details are listed below.

1. Eligibility from the Oxford University side:

1.1 Eligibility to submit proposals within the scope of this Call:

a. Open to Oxford University research staff in all departments within the areas of 1) Humanities and 2) Oxford Networks for the Environment [1] wishing to propose collaborative projects involving eligible researchers affiliated with an institution within the state of São Paulo (as outlined in Paragraph 2 below).

b. Strong preference will be given to interdisciplinary projects and to projects that will be likely to promote sustained collaborative activity beyond the end point of the award period.

1.2 Eligibility for the exchange activities within the scope of this Call:

a. The project lead must be an Oxford researcher who holds a contract of employment for the full length of the proposed project. Other participants may include associated postdoctoral fellows and PhD students where appropriate.

2. FAPESP considers eligible to submit proposals to this call:

a. 3.1 Principal Investigators of ongoing research projects funded by FAPESP within the following FAPESP funding lines: Regular Research Awards, Thematic Projects, Young Investigators, Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), Public Education Research Program, Research in Public Policies, and Research Partnership for Technological Innovation (PITE). Co-Principal Investigators of ongoing Thematic Projects, CEPIDs/RIDCs and PITEs are also eligible to apply.

b. FAPESP will accept only one application per related ongoing research project. Likewise, each researcher can present only one proposal to this Call.

c. The ongoing research project linked to this proposal must have a minimum of six months duration left by the scheduled beginning of the mobility project.

d. FAPESP may accept proposals submitted to this call linked to research proposals that are still undergoing merit review. However, if the research proposal is still under analysis or has not been approved by the time the proposals in this Call are selected, the related mobility proposal will be cancelled.

3. Fields of knowledge

This Call for Proposals invites research proposals in the following fields of knowledge:

1) Humanities

2) Oxford Networks for the Environment (i.e. Biodiversity, Climate, Energy, Food, and Water)

5. Duration of the project for the exchange of researchers

The maximum duration of each project is up to 24 months.

6. Funding principles

FAPESP will provide funding of up to the equivalent of £30,000 during this call for proposals and the University of Oxford will provide funding of up to £30,000 during this call. It is envisaged that this will be allocated to three separate research projects, i.e. £10,000 on each side per project. However, applications for funding of larger or smaller projects will also be considered. A second call will take place in 2017.

The grant will cover research-related mobility expenses, under the provisions of Clause 5 of the Scientific Cooperation Agreement established by the Parties (www.fapesp.br/en/9254). Grants will support direct costs of the activity (e.g. travel and accommodation, event-related costs) and will not meet infrastructure, indirect or estates costs.

7. Proposal characteristics for University of Oxford researchers

Proposals should consist of

(i) A project statement (max. two (2) A4 pages, 11pt font) describing the proposed activity and timeline and addressing the selection criteria (see below)

(ii) A detailed proposed budget

(iii) In the case of existing collaborations, a description of collaborative activities undertaken to date, including joint publications, joint grant funding and visits

(iv) A description of the project activities that will benefit from the exchange activities

(v) A description of the expected academic gains for the research project resulting from the proposed exchange activities

(vi) A description of any infrastructure and financial resources available for the research project, excluding the mobility expenses requested in the proposal;

(vii) Letter of Support from Head of Department.

Proposals should be written in English. Incomplete applications will not be considered.

Selection Process

Applications will be considered by both FAPESP and Oxford. At Oxford this will be via a small academic panel convened by International Strategy. At FAPESP this will be according to procedures described at www.fapesp.br/en/9055 - item 9.

FAPESP and Oxford will then liaise to determine jointly which projects will be funded.

By Oxford the applications will be evaluated against the following selection criteria:

  • the strategic importance or added academic value of the collaboration;
  • expected outcomes;
  • how the activity will strengthen an existing collaboration and/or lead to new opportunities (including through access to research facilities or other resources of each organisation)
  • how the collaboration will be sustained beyond the term of the award (including how it will lead to new funding opportunities from external agencies).

8. Submission of proposals to University of Oxford

Submissions to the University of Oxford can only be accepted electronically and should be submitted by Monday 27 April 2015 to: nina.tomlin@admin.ox.ac.uk. Proposals submitted by any other means will not be accepted. Late submissions will be returned.

9. Result of the analysis

Final results will be announced on FAPESP (www.fapesp.br) and OXFORD (www.admin.ox.ac.uk/researchsupport/findfunding/internal/) web portals and by means of a communication to the interested PIs.

8. Contract for selected projects by Oxford University

Each organisation will provide its own Lead Applicant with funds that can be spent on eligible costs as specified at the time of the proposal.

At Oxford, the funding will be allocated and managed in accordance with the procedures established in the letter of award.

Award holders will be required to submit a short report within three months of the end of the award.
