Under the framework of the agreement signed between the São Paulo Research Foundation (FAPESP), on behalf of the State of São Paulo, Brazil and the Centro para el Desarrollo Tecnológico Industrial (CDTI), the parties agree to promote and facilitate bilateral research and innovation projects between Entities from the State of São Paulo, the Federative Republic of Brazil and from Spain. Research and Development Projects should demonstrate the technological and mutually beneficial contribution of the participants from both States as well as address specific market needs or challenges and demonstrate high industrial relevance and commercial potential.
CDTI and FAPESP invite the submission of research proposals by eligible parties within the framework of the first Call for “São Paulo – Spain Cooperation in Research and Innovation Projects". This call is open to projects from any sector and it will be developed in one phase for Brazil and in two phases for Spain. This call is valid for the years 2017 and 2018 with their respective deadlines: October 30, 2017, and May 31, 2018.
FAPESP and CDTI expect to receive proposals prepared collaboratively by a companies in Spain and a small business (less than 250 employees) in the State of São Paulo, Brazil
1. Eligibility
The research proposals must be jointly prepared and submitted by a company in Spain and a small business (less than 250 employees) in the State of São Paulo, Brazil.
In each region the following eligibility criteria apply:
a) Spain: CDTI requires that the proposal must be submitted by a company in Spain in association with a small business in São Paulo, Brazil.
a.i) Optionally, the company can have a collaboration with other research organizations such as universities and technology centers, through a subcontracting scheme.
b) São Paulo, Brazil: FAPESP requires that the proposal be submitted by a Researcher working in a small business (less than 250 employees) in the state of São Paulo, Brazil, in association with a company (of any size) in Spain.
b.i) It is acceptable for FAPESP that the research project presented by the small business in the state of São Paulo includes collaboration with researchers in universities or research institutes in the state of São Paulo, subject to the norms of FAPESP’s PIPE Program.
c) Proposals submitted to FAPESP must follow the rules of FAPESP’s Program for Innovative Research in Small Businesses (PIPE) – Phase 2, except if explicitly indicated in this CFP.
2. Common Requirements
The joint R&D project should aim at the development of products/processes leading to commercialization in the global market or in Brazil. Additionally, the proposals must demonstrate all of the following requirements:
a) The products/processes to be developed must be highly innovative and with significant commercial potential.
b) The partners in Spain and in São Paulo, Brazil, must agree in advance on an IP rights agreement and on a commercialization strategy for the product or process.
c) The partners in Spain and in São Paulo, Brazil, must be capable of implementing the project and funding their respective share.
d) The project should demonstrate the scientific and technological contribution of the participants from both countries.
e) The project should have an appropriate balance between the participants and the importance for both partners (minimum percentage of the budget per country: 30%).
3. Funding Value and Matching Funds
Selected R&D projects will be eligible to receive funding from Centro para el Desarrollo Tecnológico Industrial (CDTI), in Spain, and FAPESP in the State of Sao Paulo.
Funds will be provided in accordance with the national laws, rules, regulations and procedures established by each organization, and/or each jurisdiction/country. Although the individual type and value of individual contributions allocated to a R&D project may vary, each bilateral project must demonstrate that the contribution of participants from both countries is required to be balanced (minimum percentage of the budget per country: 30%).
FAPESP and CDTI will jointly select proposals, according to the norms, conditions and funding limits of each of the Parties, as presented at item 3.1 to FAPESP and item 3.2 to CDTI.
3.1 Funding for R&D Project Participants in the State of São Paulo
a) FAPESP will fund projects under the terms, conditions and funding limits of the FAPESP Program PIPE – Phase 2 (Innovative Research in Small Businesses - defined as companies with less than 250 employees) in the State of São Paulo.
b) Funding to be granted is for Principal Investigators associated to Small Businesses.
c) Under this call, FAPESP will not fund fellowships for the Principal Investigator.
3.2 Funding for R&D Project Participants in Spain
a) Spain will fund projects under the terms, conditions and funding limits of CDTI. The modality of aid to the project will be a partially reimbursable Aid, with a financial coverage of up to 75% of the total approved budget, and may exceptionally reach 85%, with a reimbursable tranche and a non-reimbursable tranche (*).
(*) The non-refundable tranche may reach up to 33% of the financial coverage and will always be calculated on a percentage of CDTI financial coverage of up to 75%.

4. Submission of proposals
a) The bilateral cooperation form, in accordance with Annex I, and agreement, in accordance with Annex II, must be signed by the partners from São Paulo, Brazil and from Spain and submitted to FAPESP and Spain (within the deadline of the Call).
b) Applicants from Spain. Spanish companies must submit the R & D project application in international cooperation to the CDTI through its electronic site, where the applicant will be allowed to process the documentation electronically and to consult, once submitted the situation of the project. Submission in Spain will have two phases:
Phase-I . Presentation of the business R & D projects profiles together with a Gantt chart (Gantt chart) valued in US dollars with the activities to be carried out by the project partners and a collaboration agreement and exploitation of results signed by all participating partners (legal representatives). This documentation will be evaluated by experts from Spain and those projects that are eligible for both agencies will be able to move to the next phase.
The presentation in this phase will have two deadlines: October 30, 2017, and May 31, 2018.
Phase-II: Request for funding for those proposals positively certified in Phase I by the respective national funding agencies (CDTI and FAPESP).
The presentation in this phase will be from January 31, 2018, for the first deadline of Phase I, and From July 31, 2018, for the first deadline of Phase I.
c) Applicants from the State of Sao Paulo are required to submit a proposal containing the items described at the SAGe System
The list of documents that must be submitted is available at the SAGE System. The research proposal must be submitted in English.
5. Evaluation and selection of the projects
a) FAPESP in São Paulo and CDTI in Spain will carry out independent evaluations of each joint R&D proposal in accordance with their National/Institutional Laws and Regulations.
b) A proposal will be considered selected under this agreement if both FAPESP and CDTI jointly decide to approve it.
c) The approved projects will receive international certification "Bilateral Project FAPESP-CDTI".
6. Publication of the Results
The partners from São Paulo, Brazil, and from Spain whose proposals have been selected will be informed of the result and the amount of funding by their respective implementing organization.
