Guidelines for Proponents from the State of São Paulo, Brazil

1 Introduction

Through this call the Belmont Forum in collaboration with Future Earth are aiming at bringing together researchers and other expertise across the globe to innovate solutions to accelerate sustainable use of oceans and minimize the effects from global change.

This call is supported by Belmont Forum´s 14 selected funding agencies from 12 different countries. The complete list of participants can be found at: https://www.bfgo.org/opportunity/

2 Scientific Research Topics

This is a call for international research projects that address one or both of the two following topics, expecting to include communications and dissemination strategies and actions (open science):

2.1 Pathways toward a sustainable and equitable use of oceans

This topic focuses on the environmental, social, cultural and economic impacts of living and non-living resource extraction (e.g. fisheries, aquaculture, dredging, mining of sand and minerals), and non-extractive industries (e.g. shipping, tourism).

2.2 Accounting for and minimizing impacts of global change

Applications addressing this topic should include research on the interactions between stressors, such as climate change, ocean acidification, pollution, deoxygenation and food scarcity; biological processes such as range shifts and biodiversity changes; and ocean dynamics, such as circulation, temperature, and sea level changes. The research should include societal models.

3 Grant Modality

Proposals should follow the overall conditions of Regular Research Awards (www.fapesp.br/137), observing the exceptionalities described at item 4.4 below.

4 Guidelines to proponents

4.1 Eligibility check

a. Proponents from the State of São Paulo must be established researchers with a proven track record of participating in international interdisciplinary projects in the topic areas of the proposal.

b. It is obligatory that interested researchers from the state of São Paulo consult FAPESP regarding their eligibility prior to consortium Pre-registration preparation. This procedure should avoid unnecessary efforts of researchers that ultimately would not be able to participate at the collaborative project.

c. Eligibility consultations should be sent only to the email address chamada-bf-ocean@fapesp.br containing the information below before January 31^st 2019 (please identify the message with the subject: ” BF-OCEAN Eligibility Check”). Results are expected to be given up to 20 days after the message is received. Attention: requests submitted between late December and January may suffer delays due to holydays.

c.1. Summary CV of the applicant from the state of São Paulo (in English, according to the template available at www.fapesp.br/en/6351);

c.2. Title and summary of the proposal;

c.3. The name of the Leading Applicant of the project consortium and of all co-Applicants from other countries, and respective institutions;

c.4. Estimated total budget request to FAPESP which must including all applicable overheads and, separately, the number and duration of any eventual Post-Doctoral (PD) fellowships - a template budget spreadsheet can be used to obtain the estimated total budget for the “APR” modality (excluding PD fellowships);

c.5. Duration of the project and an estimation of the weekly hours to be devoted to the project by the applicant from São Paulo, considering a maximum of 40 hours/week dedicated to concurring FAPESP’s research grants;

4.2 How to submit Pre-registration and Full Proposals

a. No submissions or documents are to be sent directly to FAPESP at closing dates either for Pre-registration or Full Proposals stages. Only the Leading Principal Investigator of each consortium will submit the joint proposal according to the Belmont Forum guidelines: https://www.bfgo.org/opportunity/ .

b. After the submission phase of the Full Proposals, the Principal Investigator from the state of São Paulo participating in a validated project consortium will be individually contacted by FAPESP for further instructions on how to submit the due documentation through a specific path at the SAGe online platform.

4.3 Overall conditions of the multinational call for proposals

a. The budget earmarked by FAPESP for this call will be equivalent of up to € 1.000.000 (one million euros);

b. This call will support collaborative research projects of multinational research teams for 36 to 48 months, to be selected with a two-stage procedure (Pre-registration stage followed by a Full Proposal stage for the projects that successfully go through the previous stage);

c. Funding should support proposals that combine significant contributions by national research teams from at least three of the participating countries;

d. Given the complexity and scope of the challenges, research consortia must be truly transdisciplinary, thus including researchers from: 1) social sciences/humanities/economy and 2) natural sciences/technology, as well as 3) societal partners (i.e. citizens, industry, civil society organizations), using a co-design, co-development and co-implementation approach;

e. It is expected that applications to this call will be through trans-national research consortia as defined in the Belmont Forum call and FAPESP will fund the partner from the State of São Paulo, Brazil of any successful collaborative proposal;

f. A proponent researcher at FAPESP may be enrolled in only one project consortium to be submitted to the call, either as a Leading Principal Investigator or as a co-applicant;

g. FAPESP has the ultimate responsibility for decisions regarding funding recommendations for the selected proposals, which will confirm any budgetary constraints on submitted projects prior to a final decision on an award being made by the review process as described by the main Call for Proposals text.

4.4 Exceptionalities to the norms and regulations of the Regular Research Award

a. Exceptionally for this call, a Regular Research Award may have a duration of 36 to 48 months.

b. The maximum allowable budget, except for Post-doctoral fellowships, is up to R$ 70.000,00 (seventy thousand reais) per year, including all applicable overheads (www.fapesp.br/rt).

c. Exceptionally for this call, up to two Post-doctoral fellowships can be requested as budget items only if the proponent, who will be the fellowships supervisor,meets the expected criteria outlined in www.fapesp.br/270#3.6.

c.1. Post-doctoral fellowships will be implementedaccording to regulations given in www.fapesp.br/dc/in14.

d. Technical Training fellowships are not eligible for FAPESP funding, exceptionally for this call

e. Other allowable expenses to be requested to FAPESP are limited to the following items, and must related to support for personnel costs, basic infrastructure and mobility expenses:

e.1. Consumables as appropriate for the project activities;

e.2. Field trips and data collection;

e.3. Participation on consortium meetings and exchange of researchers with consortium members, including kick-off, mid-term and end term meetings organized by the Theme Program Office for joint discussions and dissemination;

e.4. Short to medium term visits (3-6 months) of the FAPESP funded post-docs to consortium institutions abroad;

e.5. Personal computers and laptops limited to the Proponent and the post-docs involved;

e.5.i. Exceptionally for this call, other equipment Items such as laboratory equipment, computer servers, etc., are not eligible for FAPESP funding.

e.6. Payment of expenses for participation on reputable scientific conferences for presentation of project results;

e.7. Third-party services, according to the usual rules from FAPESP.

e.7.i. Exceptionally for this call, software licenses are not eligible for FAPESP funding.

5 Intelectual Property

In the cases of successful collaborative proposals, a “Letter of Agreement” shall be developed amongst all partner researchers´ host institutions, including the Institution from the state São Paulo. This document establishes how Intellectual Property rights, confidentiality and publications will be jointly treated, in observance of the policies of each involved funding agencies and host institutions. This document is mandatory and a signed copy should be sent to FAPESP before the grant contract is signed by the awardee.
