RESEARCHERS MUST ALSO FOLLOW THE BELMONT FORUM COMPLETE CALL FOR PROPOSALS FOR DETAILS REGARDING APPLICATION, FUNDING, SELECTION CRITERIA, PROPOSAL PREPARATION AND SUBMISSION at: http://www.belmontforum.org/cras/#ceh2019

1 Introduction

Through this call the Belmont Forum in collaboration with Future Earth are aiming to strengthen and expand the current scientific understanding of links between climate variability and change, environment, and health impacts.

This call is supported by Belmont Forum's 12 selected funding agencies from 9 different countries. The complete list of participants can be found at: http://www.belmontforum.org/cras/#ceh2019

2 Scientific Research Topics

Transnational research consortia are expected to formulate concrete pathways, novel actions or solutions to provide a contribution to health system climate resilience and improved health, leading to benefits in line with SDGs. As such, this call prioritizes the three following themes:

2.1 Food systems and nutrition

Changes in climate and associated water availability/scarcity impact the quality and quantity of food from land and the oceans. There are important health implications, directly via nutritional pathways, such as increased risks of stunting, decrease in nutritional quality as a direct result of increased concentrations of atmospheric carbon dioxide, and indirectly for example by increasing use of pesticides and increasing the impoverishment of subsistence farmers.

2.2 Heat and health

Chronic exposure to increases or changes in heat and humidity (including and beyond episodic heatwaves) leads to impacts on behavioural, physical and mental health and mortality. Impacts are often amplified in urban areas and can lead to impacts on labour and overall productivity, with associated economic impacts.

2.3 Climate-sensitive infectious diseases

Climate variability and change and changes in the way we use land and the oceans can accelerate biodiversity loss and lead to changes in the distribution and incidence of a range of infectious diseases and emergence of novel pathogens including vector-, food-, water-borne and zoonotic diseases.

3 Grant Modality

Proposals should follow the overall conditions of Regular Research Awards (www.fapesp.br/137), observing the exceptionalities described at item 4.4 below.

4 Guidelines to proponents

4.1 Eligibility check

a. Proponents from the State of São Paulo must be established researchers with a proven track record of participating in international interdisciplinary projects in the topic areas of the proposal.

b. It is obligatory that interested researchers from the state of São Paulo consult FAPESP regarding their eligibility prior to the consortium “Expression of Interest” preparation. This procedure should avoid unnecessary efforts of researchers that ultimately would not be able to participate at the collaborative project.

c. Eligibility consultations should be sent only to the email address chamada-bf-ceh@fapesp.br containing the information below before May 6th 2019 (please identify the message with the subject: ”BF-CEH Eligibility Check ”). Results are expected to be given up to 20 days after the message is received.

c.1. Summary CV of the applicant from the state of São Paulo (in English, according to the template available at www.fapesp.br/en/6351);

c.2. Title and summary of the proposal;

c.3. The name of the Leading Applicant (Principal Investigator) of the project consortium and of all co-Applicants from other countries, and respective institutions;

c.4. Estimated total budget request to FAPESP which must include all applicable overheads (www.fapesp.br/rt) and, separately, the duration of the eventual Post-Doctoral (PD) fellowship - a template budget spreadsheet (link) can be used to obtain the estimated total budget for the “APR” modality (excluding the PD fellowship);

c.5. Duration of the project and an estimation of the weekly hours to be devoted to the project by the applicant from São Paulo, considering a maximum of 40 hours/week dedicated to concurring FAPESP’s research grants;

4.2 How to submit “Expressions of Interest (EoI)” and “Full Proposals”

a. No submissions or documents are to be sent directly to FAPESP at closing dates for either the Expression of Interest or Full Proposals stages. The Leading Principal Investigator of the consortium will submit the joint proposal according to the Belmont Forum guidelines (http://www.belmontforum.org/cras/#ceh2019).

b. After the submission phase of the Full Proposals, the Principal Investigator from the state of São Paulo participating in a validated project consortium will be individually contacted by FAPESP for further instructions on how to submit the due documentation through a specific path at the SAGe online platform.

4.3 Overall conditions of the multinational call for proposals

a. The budget earmarked by FAPESP for this call will be equivalent of up to € 750.000 (seven hundred and fifty thousand euros);

b. This call will support collaborative research projects of multinational research teams for 36 to 48 months, to be selected with a two-stage procedure (“Expression of Interest” stage followed by a Full Proposal stage for the projects that successfully go through the previous stage);

c. Funding should support proposals that combine significant contributions by national research teams from at least three of the participating countries;

d. Given the complexity and scope of the challenges, research consortia must be truly transdisciplinary, thus including researchers from: a) natural sciences, including climate sciences, b) health sciences, c) social and economic sciences/humanities as well as d) active input of involved stakeholders (relevant policy makers, researchers, regulators, NGOs, communities or industry), using a co-design, co-development and co-implementation approach;

e. It is expected that applications to this call will be through trans-national research consortia as defined in the Belmont Forum call and FAPESP will fund the partner from the State of São Paulo, Brazil of any successful collaborative proposal;

f. A proponent researcher at FAPESP may be enrolled in only one project consortium to be submitted to the call, either as a Leading Principal Investigator or as a co-applicant;

g. FAPESP has the ultimate responsibility for decisions regarding funding recommendations for the selected proposals, which will confirm any budgetary constraints on submitted projects prior to a final decision on an award being made by the review process as described by the main Call for Proposals text at: link

4.4 Exceptionalities to the norms and regulations of the Regular Research Award

a. Exceptionally for this call, a Regular Research Award may have a duration of 36 to 48 months.

b. The maximum allowable budget, except for the Post-doctoral fellowship, is up to R$ 70.000,00 (seventy thousand reais) per year, including all applicable overheads (www.fapesp.br/rt).

c. Exceptionally for this call, one Post-doctoral fellowship can be requested as budget items only if the proponent, who will be the fellowships supervisor,meets the expected criteria outlined in www.fapesp.br/270#3.6.

c.1. The Post-doctoral fellowship will be implemented according to regulations given in www.fapesp.br/dc/in14.

d. Technical Training fellowships are not eligible for FAPESP funding, exceptionally for this call

e. Other allowable expenses to be requested to FAPESP are limited to the following items, and must related to support for basic infrastructure and mobility expenses:

e.1. Consumables as appropriate for the project activities;

e.2. Field trips and data collection;

e.3. Participation on consortium meetings and exchange of researchers with consortium members, including kick-off, mid-term and end term meetings organized by the Theme Program Office for joint discussions and dissemination;

e.3.i For short to medium term visits (up to 12 months), it should me mentioned that the Post-doctoral fellow from FAPESP is entitled to request their participation for the BEPE program (Research Internships Abroad).

e.4. Personal computers and laptops limited to the proponent researcher and the Post-doc involved;

e.4.i. Exceptionally for this call, other equipment Items such as laboratory equipment, computer servers, etc., are not eligible for FAPESP funding.
