Guidelines for Proponents from the State of São Paulo, Brazil


Summary
FAPESP (São Paulo, Brazil) and twelve other funding agencies worldwide under the Belmont Forum initiative launch a call for joint research projects in “Disaster Risk, Reduction and Resilience” (DR3).

Eligibity:
Proponents from the State of São Paulo must be established researchers with a proven track record of participating in international interdisciplinary projects in the topic areas of the proposal (item 4.1); a preliminary eligibility consultation is obligatory. A proponent researcher at FAPESP may be enrolled in only one project consortium to be submitted to the call.
Submission of proposals:
At the closing date, no documents whatsoever should be sent to FAPESP. The Leading Investigator (coordinator of the multinational project) must send the Full Proposal to the Call Secretariat. Eligible researchers in São Paulo will be timely advised on how to submit due documents through the SAGe System.

1 Introduction

Through this call the Belmont Forum focuses on research efforts involving co-engagement and collective actions of all stakeholders to ameliorate disaster risk and enhance overall societal resilience to disasters. For the purpose of this call, disasters are defined as extreme environmental events that negatively impact coupled human-natural systems, including but not limited to impacts on economic, health, infrastructure, and social subsystems. Extreme environmental events may be generated by natural forces, including climate change, and/or man-made causes.

2 Scientific Research Topics

So that we may advance the understanding and approaches needed for DRRR and DRRR-related frameworks, proposals to this call must address one of the following three themes:

2.1 Assessment and Reduction of Disaster Risk

Both intensive (high severity mid-to-low frequency events) and extensive (low severity, high frequency and linked to local hazards) disasters are of interest to this call, considering physical as well as social parameters. We seek for collaborative research efforts of transnational teams applying trans-disciplinary approaches to develop innovative and implementable strategies and technologies for disaster risk reduction and enhancing societal coping capabilities.

2.2 Enhancing Disaster Resilience

Disaster resilience is generally defined as the ability of different stakeholders to adapt to or recover from disasters or hazardous stresses with bearable or minimal impact on long-term prospects for sustained development. Proposers are encouraged to consider post-disaster recovery options that leverage transdisciplinary knowledge, technological options, and policy prescriptions to meet challenges of disaster management and sustainable development

2.3 Cyber-Enabled Effective Disaster Response

Disaster response encompasses all immediate actions before and after a disaster, that minimize casualties, reduce damages and prevent further losses. In this context, a key to successful disaster emergency operation is the efficient management of data, information, and knowledge to facilitate the choice of an optimal operational action plan. This CRA welcomes proposals which advance capabilities in complex scenario modeling and Artificial Intelligence (AI) for rapid disaster response. Proposals should also include innovative and stakeholder-appropriate communication methods to inform decision-makers and/or transmit actions to an affected population

3 Grant Modality

Proposals should follow the overall conditions of Regular Research Grants (www.fapesp.br/apr), observing the exceptionalities described at item 4.5 below.

4 Guidelines to proponents

4.1 Eligibility check

a. Proponents from the State of São Paulo must be established researchers with a proven track record of participating in international interdisciplinary projects in the topic areas of the proposal.

b. It is obligatory that interested researchers from the state of São Paulo consult FAPESP regarding their eligibility prior to the consortium proposal preparation. This procedure should avoid unnecessary efforts of researchers that ultimately would not be able to participate at the collaborative project.

c. Eligibility consultations should be sent only to the email address chamada-bf-dr3@fapesp.br containing the information below before May 20th 2019 (please identify the message with the subject: “BF-DR3 Eligibility Check”). Results are expected to be given up to 20 days after the message is received.

c.1. Summary CV of the applicant from the state of São Paulo (in English, according to the template available at www.fapesp.br/en/6351);

c.2. Title and summary of the proposal;

c.3. The name of the Lead Applicant (Lead Principal Investigator) of the project consortium and of all co-Applicants from other countries, and respective institutions;

c.4. Estimated total budget request to FAPESP which must include all applicable overheads (www.fapesp.br/rt) and, separately, the duration of the eventual Post-Doctoral (PD) fellowship - a template budget spreadsheet (link) can be used to obtain the estimated total budget for the “APR” modality (excluding the PD fellowship);

c.5. Duration of the project and an estimation of the weekly hours to be devoted to the project by the applicant from São Paulo, considering a maximum of 40 hours/week dedicated to concurring FAPESP’s research grants; 

4.2 How to submit Full Proposals

a. No submissions or documents are to be sent directly to FAPESP at the closing date for proposals submission. The Leading Applicant of the consortium will submit the joint proposal according to the Belmont Forum guidelines (http://www.belmontforum.org/cras/#ce32019).

b. After the submission phase of the Full Proposals, the Principal Investigator from the state of São Paulo participating in a validated project consortium will be individually contacted by FAPESP for further instructions on how to submit the due documentation through a specific path at the SAGe online platform.

4.3 Overall conditions of the multinational call for proposals

a. The budget earmarked by FAPESP for this call will be equivalent of up to € 1.000.000 (one million euros);

b. This call will support collaborative research projects of multinational research teams for 36 months, to be selected with a single stage procedure of full proposals applications;

c. Funding should support proposals that combine significant contributions by national research teams from at least three of the participating countries;

d. Given the complexity and scope of the challenges, research consortia must be truly transdisciplinary, thus including researchers from: a) natural sciences, including climate sciences, b) social and economic sciences/humanities as well as c) active input of stakeholders (including various sectors such as public, private, researchers, regulators, NGOs, communities, etc.), using a co-design, co-development and co-implementation approach;

e. It is expected that applications to this call will be through trans-national research consortia as defined in the Belmont Forum call and FAPESP will fund the partner from the State of São Paulo, Brazil of any successful collaborative proposal;

f. A proponent researcher at FAPESP may be enrolled in only one project consortium to be submitted to the call, either as a Lead Principal Investigator or as a co-applicant;

g. FAPESP has the ultimate responsibility for decisions regarding funding recommendations for the selected proposals, which will confirm any budgetary constraints on submitted projects prior to a final decision on an award being made by the review process as described by the main Call for Proposals text at: link. 

4.4 Conditions of the grants to be submitted to FAPESP

a. The maximum allowable budget, except for the Post-doctoral fellowship, is up to R$ 70.000,00 (seventy thousand reais) per year and must include all applicable overheads (www.fapesp.br/rt).

b. Proposals should include expenses for participation on consortium meetings and exchange of researchers with consortium members, including kick-off, mid-term and end term meetings organized by the Theme Program Office for joint discussions and dissemination;

b.1. For short to medium term visits (up to 12 months), it should me mentioned that the Post-doctoral fellow from FAPESP is entitled to request a BEPE fellowship (Research Internships Abroad).

4.5 Exceptionalities to the norms and regulations of the Regular Research Grant

Exceptionally for this call, the following conditions apply above the regulations of the Regular Research Grant:

a. Regular Research Grant may have a duration of up to 36 months;

b. One Post-doctoral fellowship can be requested as a budget item only if the proponent, who will be the fellowships supervisor, meets the criteria outlined in www.fapesp.br/270#3.6

b.1. The Post-doctoral fellowship will be implemented according to regulations given in www.fapesp.br/dc/in14

c. Technical Training fellowships are not eligible for FAPESP funding;

d. Equipment Items are limited to personal computers and laptops for the proponent researcher and the Post-doc fellow to be selected;

e. Software licenses are not eligible for FAPESP funding.

5 Intellectual Property

In the cases of successful collaborative proposals, a “Letter of Agreement” shall be developed amongst all partner researchers´ host institutions, including the Institution from the state São Paulo. This document establishes how Intellectual Property rights, confidentiality and publications will be jointly treated, in observance of the policies of each involved funding agencies and host institutions. This document is mandatory and a signed copy should be sent to FAPESP before the grant contract is signed by the awardee.
