Announcing the FIRST CALL FOR PROPOSALS
Under the framework of the agreement signed between the São Paulo Research Foundation (FAPESP), and Vinnova – the Swedish Innovation Agency, the parties agree to promote and facilitate bilateral research and innovation projects between companies and research institutions from the State of São Paulo, the Federative Republic of Brazil and from Sweden. Research Projects should demonstrate the technological and mutually beneficial contribution of the participants from both countries as well as address specific market needs or societal challenges and demonstrate high industrial relevance and commercial potential.
1. Areas of interest
The following areas will receive priority in this call: Aeronautics, Bioeconomy, Platforms for ICT/IOT (Smart Cities, Mining, Mobility) and Life Sciences.
2. Eligibility
Proposals must be collaboratively prepared and submitted by companies alone or in partnerships with research institutions in Sweden and research institutions in partnership with companies in the State of São Paulo, Brazil, according to the following eligibility criteria:
a) Sweden: In order to be considered for Vinnova’s assessment according to the criteria specified later in this document, the following requirements must be satisfied:
• The application must be submitted electronically to Vinnova via the eServices Portal not later than 31 October, 23:59 CET;
• The project must not have commenced before the application is submitted;
• There must be at least one Brazilian party with which the Swedish constellation will conduct the bilateral project;
• The Brazilian constellation must have submitted its application to FAPESP in accordance with their application process;
• The applicant must be a legal entity with a place of business in Sweden.
b) São Paulo, Brazil: applicants in Brazil, must meet the conditions and restrictions of the FAPESP Research Partnership for Technological Innovation Program - Modality 2 (PITE 2), described at www.fapesp.br/pite.
• There must be a company in Brazil associated to the proposal, committed to funding at least 50% of the Brazil side costs;
• There must be at least one Swedish party with which the Brazilian constellation will conduct the bilateral project;
• The Swedish constellation must have submitted its application to Vinnova in accordance with their application process;
• Proposal must be submitted by investigator employed by a research institution in the State of São Paulo.
3. Common Requirements
The joint project should aim at the development of products/processes leading to commercialization in the global market or in Sweden and Brazil. Additionally, the proposals must demonstrate all of the following requirements:
a) The products/processes to be developed must be highly innovative and with significant commercial potential.
b) The partners in Sweden and in São Paulo, Brazil, must be capable of implementing the project and funding their respective share.
c) The project should demonstrate the scientific and technological contribution of the participants from both countries.
d) The project must demonstrate adequate balance among the participants and significance to both partners.
e) The project must demonstrate adequate balance among the two countries contributions.
4. Funding Value and Matching Funds
Selected research projects will be eligible to receive funding from Vinnova in Sweden and FAPESP in the State of São Paulo.
Funds will be provided in accordance with the national laws, rules, regulations and procedures established by each organization, and/or each jurisdiction/country. Although the individual type and value of individual contributions allocated to a project may vary, one country cannot represent more than 70% of the total project budget.
The total budget for this call is in Sweden SEK 6 million and R$ 2,4 million in São Paulo.
4.1 Funding for Project Participants in the State of São Paulo
a) FAPESP will fund projects under the terms, conditions and funding limits of the FAPESP Research Partnership for Technological Innovation Program - Modality 2 (PITE 2) in the State of São Paulo.
b) Funding to be granted is for Principal Investigators associated to a Research Institution.
4.2 Funding for Project Participants in Sweden
a) Vinnova will fund projects under the terms, conditions and funding limits of the Vinnova allocated amount for the specific coordinated call and agreed in advance before opening the actual call for proposals.
5. Submission of proposals
a) Applicants from Sweden
In order to apply for a grant, the main applicant need to fill in an online form in our application service (eServices Portal), which can be accessed via our website. You should also upload the following appendices there:
• Project description of the Swedish part of the project;
• CV appendix;
• Coordinated project plan for the entire bilateral project. The bilateral consortium must be specified in the application.

b) Applicants from the State of São Paulo are required to submit a proposal containing the items described at the SAGe System.
The list of documents that must be submitted is available at the SAGE System. The research project must be submitted in English.
6. Evaluation and selection of the projects
a) FAPESP in São Paulo and Vinnova in Sweden will carry out independent evaluations of each joint R&D proposal in accordance with their National/Institutional Laws and Regulations.
b) A proposal will be considered selected under this agreement if both FAPESP and Vinnova jointly decide to approve it.
7. Publication of the Results
The partners from São Paulo, Brazil, and from Sweden whose proposals have been selected will be informed of the result and the amount of funding by their respective implementing organization.
