FAPESP and the German Academic Exchange Service (DAAD) make public this Call for Proposals for the exchange of researchers, postdoctoral researchers, master and PhD students.
This Call is launched under the aegis of the Cooperation Agreement for Research signed by FAPESP and DAAD on 21 November, 2018.
1. Eligibility criteria:
1.1. For DAAD: The proposal must be submitted by the German project leader and the team must include young academics of universities of applied sciences and research institutions.
a) Principal Investigators named on the project and associated researchers, including post-doctoral fellows, master and PhD students directly involved in the proposed research activity are eligible to be involved in exchange activities named in the project.
1.2. For FAPESP: Researchers from the state of São Paulo who are currently Principal or Co-Principal Investigators in the following FAPESP support opportunities: Regular Research Grant (APR; except mobility grants, such as SPRINT), Thematic Project Grant, Young Investigator Grant, Research Innovation and Dissemination Centers (CEPIDs), Engineering/Applied Research Centers (CPE/CPA), Public Education Research Program , Research in Public Policies Program (PPP), and Research Partnership for Technological Innovation Program (PITE).
a) FAPESP may accept proposals linked to research grants that are still undergoing merit review (proposal phase). However, if the linked research grant proposal has not been approved by the time the proposals in this Call are selected, the proposal submitted to this Call will be cancelled.
b) Only the team members of the related ongoing research award are eligible for the exchange activities within the scope of this Call, and, among those, specifically those members defined as:
(i) Principal or Co-Principal Investigators;
(ii) Associate Researchers affiliated to Higher Education and Research Institutions in the state of São Paulo;
(iii) Post-doctoral, Doctoral or Direct Doctoral fellows with an ongoing FAPESP fellowship during the planned exchange mission;
(iv) Post-doctoral, Doctoral or Direct Doctoral fellows funded by another source, supervised by the PI or Co-PI of the ongoing research project, and with demonstration of an excellent academic record.
2. Fields of knowledge
This Call invites research proposals in all fields of knowledge.
3. Duration of the project for the exchange of researchers
Each project will be supported for two (2) initial years, which may be extended for up to two (2) more years by submitting a complementary proposal through a new Call, if and when issued by FAPESP and DAAD – resulting in a potential total funding period of maximum four (4) years.

5. Funding
5.1. FAPESP will fund up to €16.000,00 per proposal per year for Sao Paulo researchers, and DAAD will fund up to €16.000,00 per proposal per year for German researchers, to cover research-related mobility expenses. Provisions of Clause 4 of Annex 1 to the Research Cooperation Agreement established by the Parties (www.fapesp.br/en/5397) are applicable.
5.2 The maximum duration of research stays for academics and post-docs is 30 days, and for PhD and (in the case of DAAD) master students up to 50 days.
5.3. FAPESP will provide funds for travel (economy class air tickets - www.fapesp.br/5835 item 3.4.1), travel insurance (www.fapesp.br/2921), and living allowances (www.fapesp.br/12042) for researchers from the state of São Paulo that visit Germany as part of selected project proposals.
a) Grant funds can only be used for the exchange of researchers, visits for research planning, international workshops, and initial activities of data collection, always aiming to continue research collaboration and its consolidation.
b) This Call has a pre-defined quota of resources; accordingly, no requests for budget alterations will be analysed.
c) The grantee is responsible to verify with the competent consulate the need to obtain the specific visa, as well as to obtain it. It is also the grantee's responsibility to verify that there are no restrictions on international travel from Brazil and that in-person activities at the institutions abroad have already been normalized, and that no quarantine is required in the country where the internship will take place.
5.4. DAAD will provide the selected projects with lump sum allowances for the project-related research stays of their team members. The allowance covers all expenditures within the scope of mobility and the stay of the participant.
5.5. The exact number of awards will depend on the number of meritorious applications and the availability of appropriated funds.
5.6. Basic research costs (staff and equipment) on both sides of the research project will not be funded from this scheme but must be secured from other sources. Participant salary and associated costs will not be covered. Proposals based purely on study and training will not be funded.
5.7. The proposals must follow the principle of reciprocity with regard to academic qualifications of those who will take part in the exchange activities.
6. Proposal characteristics:
6.1. Proposals must be submitted in English and be developed jointly by the Principal Investigator at DAAD, the Principal Investigator at FAPESP, and their colleagues participating in the project.
6.2. The common research project proposal must include the following:
a) A substantive description of the exchange activities, emphasizing their relevance. The proposal must state clearly how the exchange activities to be carried out by each team will contribute to the ongoing research project funded by FAPESP and to the research being carried out by the partner researcher abroad.
b) Detailed schedule of the exchange missions to be carried out by the partner team at the São Paulo institution and the São Paulo team at the partner institution abroad.
c) Performance indicators for the planned activities, indicating the expected results.
d) A description of each candidate’s contribution to the mission, explaining their expertise to carry out the foreseen activities.
e) Foreseen actions that will add to the impact of the exchange for the Partner Institution and for the Host Institution in the state of São Paulo.
f) Description of how the Principal Investigators in São Paulo and in the partner institution intend to prepare a joint research project, resulting from the exchange activities developed from the proposal submitted in this Call, to be submitted to research funding agencies accessible in their regions in order to create a medium-long-term collaboration (up to one page).
6.3. Curricular Summaries of the Principal Investigators on both sides (DAAD and FAPESP) and of any candidates for exchange missions are also to be attached with the application, for the respective agency.
7. Assessment and Selection Criteria
7.1. Proposals that do not comply with the terms of this Call will not qualify for analysis.
7.2. The DAAD and FAPESP will evaluate the proposals according to their own procedures.
7.3. Only proposals jointly selected by both DAAD and FAPESP will be funded.
7.4. At FAPESP, the exchange activities to be carried out by the researchers from São Paulo must be thematically related to the ongoing research project funded by FAPESP (refer to 1.2).
a) The proposals will be pre-qualified and, subsequently, analysed by way of a competitive process which will evaluate project merit and relevance, the potential contribution of the proposed project to the ongoing project funded by FAPESP, the proposed project capacity to leverage further research funding, and the strategic research aims of the Partner Institution.
8. Submission of proposals to the DAAD
8.1. DAAD applicants are to fill out the accompanying application forms available on the DAAD website (https://www2.daad.de/hochschulen/ausschreibungen/projekte/de/11342-foerderprogramme-finden/?s=1&projektid=57557379) and apply online via the DAAD Portal (https://portal.daad.de).
8.2. Applications to DAAD must comply with the guidelines for German applicants and all filled out forms and documents must be submitted to the DAAD online via the DAAD Portal by the closing date (section 4).
8.3. To be successful, German applicants must ensure that their Brazilian collaborators also submit a corresponding application with the same title and content to FAPESP up to the closing date (section 4).
8.4. The research proposal component of the application, as detailed in 6.2, must be identical in content in both the German and Brazilian submissions.
8.5. Forms may be submitted electronically. Late applications will not be accepted for screening.
9. Submission of proposals to FAPESP
9.1. Applicants from the state of São Paulo may only submit the joint proposal to FAPESP through the SAGe platform (www.fapesp.br/sage), no later than the closing date for submissions, attaching any required accompanying forms and documents.
9.2. The specific path for this opportunity is: Nova Proposta Inicial + Outras Linhas de Fomento > + Acordos de Cooperação > + DAAD - Auxílio à Pesquisa - Regular [confirmar] > Chamada de Propostas (2022).
9.3. IMPORTANT: the PI from Germany must be listed as a member of the project team in the appropriate field in SAGe and must confirm the appointment through her/his own login in SAGe. In order to do that, the German PI must register in the SAGe system.
To register, SAGe should be accessed in the English version (UK flag in the www.fapesp.br/sage page) and the option “Not registered?” must be selected. Fields marked with an asterisk (*) are required for completing the registration. After finalizing this operation, SAGe will send an email with a link for completing the registration. After successfully registering, the German PI should access the proposal (in the option “Proposals” > “Proposals in which I participate”) and accept participation in the proposal.
10. Results of the selection process
FAPESP (www.fapesp.br) and DAAD (https://portal.daad.de ) will announce the results of the selection through their web portals and by emails to the Principal Investigators.
11. Contract for selected projects
Selected proposals will be subject to the conditions set forth in the letter of award and in the Grant Term.
12. Grant Cancellation
FAPESP or DAAD may cancel funding if, during the grant timeframe, a significant event justifies its cancellation in the assessment of the Joint Steering Committee, without prejudice of any other appropriate actions.
