Call for Proposals for Scientific Cooperation between researchers in Israel and in São Paulo, Brazil

Public call for proposals for Scientific Cooperation under the Scientific Cooperation Agreement between Fundação de Amparo à Pesquisa do Estado de São Paulo (FAPESP) and the Hebrew University Jerusalem (HUJ).
1. Introduction:
a) FAPESP and the HUJ make public this Call for Proposals and invite interested researchers to submit projects for the Scientific Cooperation between São Paulo, Brazil and Israel, under the terms and conditions hereinafter set forth.
b) The proposals must be led:
- In São Paulo, Brazil, by researchers associated to public or private Higher Education or Research Institutions in the State of São Paulo, who are Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centres (CEPIDs/RIDCs).
- Principal Investigators in the HUJ (see eligibility below).
2. Purpose:
The purpose of this Call is to define the conditions for the submission of proposals for the Scientific Cooperation between scientists in São Paulo, Brazil and in Israel within the scope of the Scientific Cooperation Agreement between FAPESP and HUJ, published at huj.
This Call for Proposals is being announced simultaneously by FAPESP and HUJ at:

3. Eligibility:
Researchers regarded as eligible within the scope of this Call:
a) By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centres (CEPIDs/RIDCs).
b) By HUJ: Tenure and Tenure-Track researchers on the payroll of HUJ.
4. Fields of knowledge:
This Call for Proposals invites research proposals in all fields.

6. Duration of the research project
The duration of the proposed research project should be up to 24 months.
7. Funding principles:
a) FAPESP and the HUJ will provide, each, total funding of up to US$ 250,000, necessarily and exclusively to cover research and mobility expenses (travel costs, living allowances, and insurance costs), under the provisions of the fourth clause of the Scientific Cooperation Agreement made between the parties, and published at:

b) FAPESP and HUJ expect to fund approximately 5 proposals each one with a total cost (sum of cost to FAPESP and cost to HUJ) of around US$ 100,000.
c) FAPESP will provide the selected proposals with funds for small equipments, consumables and third party services required for the research project, including travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo for when they come to the HUJ.
d) The HUJ will provide the selected projects with funds for small equipments, consumables and third party services required for the research project, including travel (air tickets), health insurance, and living allowances for HUJ researchers when they are working in the State of São Paulo (travel, insurance and living allowances not to exceed US$ 5,000 per mission and will not exceed US$12,000 per year. For every trip an authorization by Vice President will be needed).
8. Proposal characteristics:
The proposals must be submitted to FAPESP by the researcher in the State of São Paulo and to the HUJ by his/her collaborator from Israel.
The HUJ researcher should submit copies of both her/his own submission and that of her/his State of São Paulo collaborator to the HUJ.
The State of São Paulo collaborator should submit copies of both her/his own submission and that of the HUJ researcher to FAPESP.
Each Party will select the proposals according to its own procedures. Only the proposals selected by both Parties will be funded.
The proposal must be submitted to FAPESP in the form of a Regular Research Award related to the ongoing project (enter information in the field 5 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules.
There is no special mode for the submission on the HUJ side.
Other than the specific forms required either by FAPESP or the HUJ, the core of the proposal, submitted in English, shall contain (forms available soon):
The proposal, submitted in English, shall contain:
a) Research Proposal form and Researcher’s Registration form are available at www.fapesp.br/docs/formularios/forms/Form-HUJ-FAPESP.doc and www.fapesp.br/docs/formularios/forms/Cadastro_do_Pesquisador.doc, respectively.
b) Summary of the Principal Investigator’s CV (FAPESP’s instructions for this are at www.fapesp.br/materia/5266).
c) Budget worksheets specifically designed by FAPESP for this Call is available at www.fapesp.br/docs/formularios/forms/Planilha-FAPESP-HUJ_05-2011.xls.
d) Research project with a maximum of ten (10) pages of scientific content, including the following items:
i. Summary of the research project to which the proposal is related, including current and expected results;
ii. Description of which lines of activity of the ongoing project related to the proposal will benefit from the cooperation;
iii. Description of each researcher and institution involved on both sides;
iv. Description of the expected academic gains for the project as a result of
the proposed cooperation, emphasizing their singularity and specificity;
v. Details of the activities foreseen in the collaboration, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the scientific teams from each of the executing institutions must be clearly explained;
vi. Description of infrastructure and other financial resources available for developing the research project;
vii. Actions to add to the impact of the collaboration in the research activity in the State of São Paulo and in Israel, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;
viii. Timeline of each visiting mission included in the proposal;
ix. Possible actions to promote future participation in multinational projects sponsored by international programmes, research councils or other funding agencies.
9. Submission of proposals:
a) Proposals must be submitted in duplicate, one to FAPESP and another to the HUJ.
b) The proponents shall submit their proposals before the closing date set in the item 5 of this Call.
c) No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or the HUJ.
d) Documents submitted by the State of São Paulo collaborator, whether related to grants processed via FAPESP’s electronic system (SAGe) or not, shall be sent to FAPESP in hard copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP. Documents submitted by a HUJ researcher shall be sent as a file attachment to Ziva Rehani (zivar@savion.huji.ac.il). All proposals submitted to the HUJ should be clearly marked “FAPESP/HUJ” to distinguish them from other programme submissions.
e) Proposals submitted by any other means will not be accepted.
10. Analysis and selection:
a) The process of analysis, qualification and selection of the proposals received by FAPESP and the HUJ will be carried out by ad hoc committees especially appointed by the FAPESP’s Scientific Director and the HUJ Vice President for research and development.
b) The proposals will be pre-qualified and, subsequently, analysed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing research, the prospect of further enhancing the HUJ’s links with Brazil, and the interest of the institution that will host the researcher.
c) Proposals that do not comply with the terms of this Call will “not qualify”.
11. Result of the analysis:
Final results will be announced on FAPESP (www.fapesp.br/huj) and HUJ web portals (http://ard.huji.ac.il/huard/infoPageViewer.jsp?ardNum=2213) and by means of communication to the interested parties.
12. Grant cancellation:
FAPESP or the HUJ may cancel funding if, during grant implementation, a fact is established of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
