FAPESP – University of York 2012 Call for Proposals
Public call for proposals for the Exchange of Researchers under the Scientific Cooperation Agreement between Fundação de Amparo à Pesquisa do Estado de São Paulo – FAPESP and UNIVERSITY OF YORK, United Kingdom.
1. Introduction:
FAPESP and UNIVERSITY OF YORK make public this Call for Proposals and invite interested researchers affiliated to the UNIVERSITY OF YORK and researchers affiliated to Higher Education and Research Institutions in the State of São Paulo, who are Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs), to submit projects for the exchange of researchers between the State of São Paulo and the United Kingdom, under the terms and conditions hereinafter set forth.
2. Purpose:
The purpose of this Call is to define the conditions for the submission of proposals for the exchange of researchers from the State of São Paulo and from the United Kingdom (researchers and post-doctoral fellows) within the scope of the Scientific Cooperation Agreement between FAPESP and UNIVERSITY OF YORK. This Call for Proposals is being announced simultaneously by FAPESP and UNIVERSITY OF YORK.
3. Eligibility:
3.1 Researchers regarded as eligible to submit proposals within the scope of this Call:
a) By FAPESP: Principal Investigators of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).
b) By UNIVERSITY OF YORK: researchers affiliated to the UNIVERSITY OF YORK.
3.2 Researchers regarded as eligible to take part in the exchange activities within the scope of this Call:
a) By FAPESP: Principal and Associate Investigators (including post-doctoral fellows) of ongoing research projects funded by FAPESP within the following schemes: Regular Research Awards, Thematic Projects, Young Investigators, or Research, Innovation and Dissemination Centers (CEPIDs/RIDCs).
b) By UNIVERSITY OF YORK: researchers affiliated to the UNIVERSITY OF YORK.
4. Fields of knowledge:
This Call for Proposals invites research proposals in all fields.

6. Duration of the project for the exchange of researchers:
The maximum duration of each project is 24 months, non-extendable.
7. Funding principles:
a) FAPESP and UNIVERSITY OF YORK will each provide funding of up to £6,000.00 per year, necessarily and exclusively to cover mobility expenses (travel costs, living allowances, and insurance costs), under the provisions of the third clause of the Scientific Cooperation Agreement made between the parties, and published at: www.fapesp.br/en/6923
and www.york.ac.uk/about/international-relations/international-relations/funding/
b) FAPESP will provide the selected proposals with funds for travel (air tickets), health insurance and living allowances for researchers from the State of São Paulo working in the United Kingdom.
c) UNIVERSITY OF YORK will provide the selected projects with funds for travel (air tickets), health insurance, and living allowances for researchers from the United Kingdom working in the State of São Paulo.
8. Proposal characteristics:
The proposals must be submitted simultaneously to FAPESP by the researcher from the State of São Paulo and to UNIVERSITY OF YORK by his/her collaborator from the United Kingdom. Each Party will select the proposals according to its own procedures. Only the proposals selected by both Parties will be funded.
The proposal must be submitted to FAPESP in the form of a Regular Research Award related to the ongoing project (enter information in the field 6 of the FAPESP form for Regular Research Grant of the submission form). This grant must be exclusively directed to this call and abide to its rules.
The proposal, submitted in English, shall contain:
a) Research proposal form and Researcher’s Registration Form
b) Summary of the Principal Investigators’ CV (instructions available at en/6912 - English; and https://fapesp.br./5266 - Portuguese)
c) Budget worksheets specifically designed for this Call (FAPESP budget worksheet and UNIVERSITY OF YORK budget worksheet reflecting the breakdown costs requested from each organization.)
d) Research project with a maximum of ten (10) pages of scientific content, including the following items:
I. Summary of the project to which the proposal is related, including current and expected results;
II. Description of which lines of activity of the ongoing project related to the proposal will benefit from the exchange;
III. Description of each researcher and institution involved in this project;
IV. Description of the expected academic gains for the project as a result of the proposed cooperation with the British team, emphasizing their singularity and specificity;
V. Details of the activities foreseen in the exchange, objectively described, including justification and relevance, and the definition of the corresponding performance indicators. The role of the technical team from the executing institution must be explained;
VI. Description of infrastructure and financial resources available for developing the research project, excluding the mobility expenses requested in the proposal;
VII. Actions to add to the impact of the exchange in the research activity in the State of São Paulo, by means of seminars, short courses, visits to other institutions that carry out research activities in cognate areas;
VIII. Timeline of each mission, provided that the total amount of missions per year do not surpass the funds stipulated in the seventh clause of this call for proposals;
IX. Action plan with estimated timeline to promote future participation in multinational projects sponsored by the RCUK, the European Community or other agencies.
e) Official document stating the formal commitment of the UNIVERSITY OF YORK to participate, guaranteeing the availability of the facilities and equipment to develop the project (for researchers in São Paulo this is already stated in the submission form that must be signed by the institution’s Director).
f) Official documents, from UNIVERSITY OF YORK and the Higher Education and Research Institutions in the State of São Paulo, to which the researcher is affiliated, stating agreement with the provisions of the ninth and tenth clauses of the cooperation agreement, related to “Confidentiality” and “Intellectual Property Rights”, respectively
9. Submission of proposals:
a) The proponents must submit their proposals by the closing date set in the item 5 of this Call.
b) No proposal will be accepted after the closing date for submission, nor will any addendum or explanation be accepted, unless those explicitly and formally requested by FAPESP or UNIVERSITY OF YORK.
c) All proposals, either related to grants processed via FAPESP’s electronic system (SAGe) or not, shall be sent to FAPESP in hard copy, to the following address: Rua Pio XI, 1500, Alto da Lapa, CEP 05468-901 – São Paulo/SP, with “Chamada FAPESP/UNIVERSITY OF YORK 2012” written on the envelope.
d) Researchers affiliated to the UNIVERSITY OF YORK must submit all proposals electronically to international-relations@york.ac.uk
e) Proposals submitted by any other means will not be accepted.
10. Analysis and selection:
a) The process of analysis, qualification and selection of the proposals received by FAPESP will be carried out by an ad hoc committee especially appointed by the Foundation’s Scientific Director.
b) The proposals will be pre-qualified and, subsequently, analyzed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to the researcher’s ongoing project funded by FAPESP, and the interest of the institution that will host the researcher.
c) The process of analysis, qualification and selection of the proposals received by UNIVERSITY OF YORK will be carried out by an ad hoc committee especially appointed for this call.
d) The proposals will be pre-qualified and, subsequently, analyzed by way of a competitive process which will evaluate the merit and relevance of the project and the academic excellence of the candidate, the relation of the proposed project to leverage further research funding, and the strategic research aims of the UNIVERSITY OF YORK.
e) Proposals which do not comply with the terms of this Call will be considered “not qualified”.
11. Result of the analysis:
Final results will be announced on FAPESP (www.fapesp.br) and UNIVERSITY OF YORK (www.york.ac.uk/about/international-relations/international-relations/funding/ ) web portals and by means of a communication to the interested parties.
12. Contract for selected projects:
The selected proposals will be the subject of an Amendment that must be signed by the researcher.
13. Grant cancellation:
FAPESP may cancel funding if, during grant implementation, a fact is of sufficient gravity to justify cancellation, at the Scientific Board of Directors’ discretion, without prejudice of any other appropriate actions.
14. Appeals:
The proponent who does not appeal against the terms of this Call for Proposals until the second weekday previous to the closing date set for proposal submission will forfeit the right to do it. The appeal filed by the proponent who, having accepted the Call without objection, points out fortuitous failures or imperfections after the analysis shall not be effective as an appeal.
